2019The application for special financial funds for Shanghai's high-tech achievement transformation project has begun!

According to the "Shanghai High-tech Achievement Transformation Project Certification Measures" (Hukegui [2020] No. 8) and the "Shanghai High-tech Achievement Transformation Special Support Fund Management Measures" (Hukegui [2020] No. 10), the Shanghai Science and Technology Commission, together with the Municipal Finance Bureau and the Municipal Taxation Bureau, launched the application for special financial funds for the 2019 high-tech Achievement Transformation Project. The relevant matters are notified as follows:

Applicant

2019Shanghai High-tech Achievements Transformation Project recognized by the end of the year and during the policy support period.

Application process

1、Project application is done online and there is no need to submit paper materials.

The applicant unit logs into the "Shanghai Science and Technology Innovation Management Service Information System": https://kjgl.stcsm.sh.gov.cn/，“After logging in with the legal person’s one-certificate pass, fill in the “Annual Financial Special Support Fund Application Form” online according to the system prompt information.

2、The applicant unit should submit the following attachment materials online:

（1）Transformation project 2019 and monthly sales list

（2）Audited Enterprise Annual Accounting Statement 2019

（3）Summary of relevant invoice information for the conversion project to achieve sales revenue

3、The starting time for online project filling is20209:00 on November 20, 2020, the deadline is 16:30 on November 27, 2020。

Application instructions

1、The applicant shall be responsible for the authenticity, completeness, validity and legality of the materials provided and shall be supervised and inspected by relevant departments.

2、The transformation project has not received municipal special funding support from 2017 to 2019.  

3、The enterprise should separately calculate the sales revenue of the conversion project and accurately calculate the direct sales revenue generated by the project. The invoice name should be consistent with the project name.
