1. Performance evaluation target

According to the "Notice on Announcement of the List of Shanghai Science and Technology Little Giants (including Cultivation) Enterprises in 2023" (Hukehe [2023] No. 28), the performance evaluation targets are the 2023 Science and Technology Little Giants (including Cultivation) Enterprises.

2. Performance evaluation process

（I) Evaluation application

The company must submit the following documents:

1. Project comprehensive performance self-evaluation report;

2. The scientific and technological report submitted by the contract;

3. Proof of innovative activities that reflect the implementation goals of the small science and technology giant (including cultivation) enterprises, including intellectual property certificates, R&D organization construction, product quality inspection reports, and other relevant supporting materials.

The project management agency is responsible for formal review of the integrity and compliance of performance evaluation materials. After the formal review is passed, the Municipal Science and Technology Commission will entrust an accounting firm with the qualification to audit funds for the city's science and technology plan project funds in mid-to-early April 2025 to implement special audit work on enterprises that have passed the formal review. After the audit work is completed, it will enter the comprehensive performance evaluation process.

The meeting evaluation method is adopted, mainly focusing on the growth ability of the enterprise, innovation ability, market competitiveness and social contribution ability.The relevant work is initially scheduled to be launched in early May 2025, and enterprises are asked to be prepared by then.

Based on the performance evaluation situation and the principle of post-subsidy, the Municipal Science and Technology Commission, together with the Municipal Economic and Information Technology Commission and the Municipal Finance Bureau, reviewed the performance evaluation results and announced them.

（I) Evaluation results

Refer to the "Shanghai Science and Technology Plan Project Comprehensive Performance Evaluation Work Standards" (Shanghai Science and Technology Guide [2023] No. 5), and the "Shanghai Science and Technology Little Giant Project Implementation Measures" (Shanghai Kegui [2021] No. 12 )Implement it.

If the comprehensive performance evaluation is "passed", it is divided into three levels: "excellent", "good" and "qualified". Small technology giant enterprises will give no more than 1.5 million yuan respectively. /1.2 million yuan /900,000 yuan /The funding of the project, and the technology giant cultivation enterprises shall provide no more than 1 million yuan respectively. /800,000 yuan /600,000 yuan /The funding amount shall not exceed 20% of the relevant R&D expenditures during the implementation period.If the comprehensive performance evaluation is "failed" or "finished", funding will not be provided.

District-level fiscal funds should provide corresponding 1:1 funding matching for science and technology giants (including cultivation) enterprises that are subsidized after the implementation of municipal-level fiscal funds.

4. Application method

1. This notice is published publicly.Enterprise login to "Shanghai Science and Technology Management Information System" ( http://u.stcsm.sh.gov.cn/）On the website, click "Project Management - My Project - Apply for Acceptance" and apply online as required.

2. 2025Before March 31, 2018, the company will submit relevant performance evaluation materials (in replica) to the registered science and technology administrative department, and the application will be deemed to be abandoned after the deadline.The application materials are complete and consistent with the content of the electronic document submitted online, and all written materials must be used. A4 Paper is printed on both sides, using ordinary paper materials as the cover, and does not use rubber rings, folders, etc. binding methods with prominent edges.

3. The district science and technology administrative department will summarize and recommend the enterprises within its jurisdiction, and will deliver the written materials submitted by the enterprises to the Shanghai Science and Technology Entrepreneurship Center within five working days after the above deadline (address: Room 302, Building 1, No. 100 Qinzhou Road, Xuhui District).
