Subsidy targets

Enterprises, institutions and social groups established in Yangpu District in accordance with the law and have no bad intellectual property credit records (the application qualification will be cancelled for enterprises, institutions and social groups that have unprocessed abnormal patent application behavior).

Funding projects and application materials required

（1) Intellectual property creation (China Patent Award, China Appearance Design Award, Shanghai Intellectual Property Innovation Award)

1.Enterprises and institutions that have won the China Patent Gold Award will be given a one-time fund of 500,000 yuan;Enterprises and institutions that have won the Chinese patent silver award will be given a one-time fund of 300,000 yuan;Enterprises and institutions that have won the China Patent Excellence Award will be given a one-time fund of 100,000 yuan.

2.Enterprises and institutions that have won the China Appearance Design Gold Award will be given a one-time fund of 150,000 yuan;100,000 yuan in funding will be provided to enterprises and institutions that have won the Chinese silver medal in appearance design;Enterprises and institutions that have won the China Appearance Design Excellence Award will be given a one-time fund of 50,000 yuan.

3.Enterprises and institutions that have won the Shanghai Intellectual Property Innovation Award (creation, protection, and application) will be given a one-time fund of 100,000 yuan.

（2) Application of intellectual property rights (intellectual property pledge financing, intellectual property insurance, intellectual property information analysis and utilization, intellectual property management system certification, intellectual property transformation and application)

1.Intellectual Property Pledge Financing

Companies carrying out intellectual property pledge financing loans will be given corresponding loan interest subsidies, and the specific subsidy regulations will be formulated and implemented by the District Financial Office.

Establish a risk compensation mechanism for intellectual property pledge financing, and establish a bank branch in Yangpu District to intellectual property pledge financing loans for enterprises in the district through the Shanghai Technology Exchange or the Shanghai Intellectual Property Trading Center platform (the loan term shall not exceed １In 2018, financial insurance guarantee is required. After bad debt losses occur, they can be repaid through financial guarantees and other means. If it is still insufficient, risk compensation can be applied.The compensation amount shall not exceed 4% of the bank's actual bad debts, and the amount per contract shall not exceed ５10,000 yuan, each bank shall not exceed 100,000 yuan.

2.Intellectual Property Insurance

For enterprises that purchase various types of insurances with intellectual property rights, the insurance period shall not exceed 1 year. After paying the premium and expiration of the contract, they can apply for funding of 50% of the actual premium amount. The maximum annual funding amount of the same enterprise shall not exceed 100,000 yuan.

3.Intellectual Property Information Analysis and Utilization

Support enterprises to carry out intellectual property information analysis projects that conform to Yangpu's industrial orientation. After being reviewed and approved by the District Intellectual Property Office, funding will be provided at 50% of the actual expenses incurred. The maximum funding amount for each project shall not exceed 100,000 yuan, and no more than 5 projects will be funded each year.Except for patent analysis, evaluation and navigation projects carried out by Shanghai's patent work pilot and demonstration enterprises during the creation period.

4.Intellectual Property Management System Certification

For the first time, the national intellectual property management system certification ( GB/T29490） Enterprises can apply for funding that actually incurs the first certification fee (excluding supervision and audit fees), and the amount of funding to the same unit shall not exceed 30,000 yuan.

5.Transformation and application of intellectual property rights

If the high-value patent licensing and transfer project products implemented between universities, research institutions and small and medium-sized enterprises in the district have been sold, and the registration and filing is completed with the State Intellectual Property Office, and the "Procedure Qualification Notice" or "Patent Implementation License Contract Filing Certificate" is obtained, the district Intellectual Property Office will be approved by the district Intellectual Property Office and the actual transaction volume of each enterprise will be granted 50% of the funding amount. The maximum funding amount for each project shall not exceed 100,000 yuan, and no more than 5 projects will be funded each year.

For intellectual property dispute mediation institutions established in this district in accordance with the law, pre-trial mediation work will be carried out by the District People's Court, District Judicial Bureau, District Intellectual Property Bureau, Park Workstation, etc., involving intellectual property dispute cases involving enterprises, institutions, social groups or individuals in the district and successfully closed by the entrusted agency, upon application, a post-subsidy fee of 500 yuan will be given, and each institution will have a maximum annual subsidy of no more than 50,000 yuan.

（IV) Intellectual property management and services

1.A one-time fund of 200,000 yuan will be granted to the Shanghai Intellectual Property Strong City Construction Demonstration Park that passed the acceptance, and a one-time fund of 150,000 yuan will be granted to the Shanghai Intellectual Property Strong City Construction Pilot Park that passed the acceptance.

2.A one-time grant of 200,000 yuan will be granted to the Shanghai patent work demonstration units that passed the acceptance, and a one-time grant of 150,000 yuan will be granted to the Shanghai patent work pilot units that passed the acceptance.

3. A one-time fund of 400,000 yuan will be granted to the first-time national-level intellectual property power construction demonstration enterprises or demonstration parks, and a one-time fund of 300,000 yuan will be granted to the first-time national-level intellectual property power construction advantageous enterprises or pilot parks.

Legal liability
