the key areas of support for guidance funds in this city are:

1、support service industry projects in key areas specified in the "14th five-year plan for the development of service industry in shanghai" (shanghai public service industry [2021] no. 7) and the "outline of innovation and development of service industry (2017-2025)" (development and reform plan [2017] no. 1116).

2、support key service industry projects of the national mass entrepreneurship and innovation demonstration base, national service industry demonstration park and the city's service industry innovation and development demonstration zone.

3、support the preparation of core regional development strategies, industrial development, functional positioning and other plans for various service industry parks with demonstration and leading roles.

the applied projects must be within the scope of support, and the project units and the applied projects must also meet the following conditions:

1、the project unit must be a legal person or non-legal person organization established in this district in accordance with the law. it has a reasonable economic scale, a good credit record, and no illegal or irregular behaviors. it must hold a legal person one certificate (must have electronic signature function. please refer to appendix 3 for details on the relevant legal person one certificate).

2、the net assets of the project unit in 2022 must be positive (projects included in the key areas of new business forms and new models shall be implemented in accordance with document no. 10 of shanghai development and reform services [2020]).

3、the total investment of the project should be rmb 10 million (inclusive) or more (the total investment of the project refers to the project investment amount approved by the intermediary institution entrusted by the review group).

4、in principle, the applied project should be a project under construction that will start from april 1, 2022 to march 31, 2023.

5、projects that have been supported by the project units but have not yet been accepted must be submitted for new projects after the project has passed the acceptance. if there are projects that fail to pass the acceptance of the project unit, new projects shall not be declared within 3 years from the date of project verification.

6、project units can apply for multiple projects, but each project unit can only receive financial support each year.

7、the following projects are not accepted: first, planning projects with a date of signing the planning contract of more than one year earlier than the application date; they are planning projects such as urban planning, land planning, environmental assessment and design plans. second, other projects that do not meet the scope and conditions of support.

the project unit must submit the following materials:

1、expert coaching meeting.planned on2023early february 2019，through tencent network or "dingtalk conference" channels, relevant experts will be organized to publicize the policy requirements, application procedures, application concerns of this year's service industry guidance fund project to the applicant companies for free, and answers to various related issues in the application network. the specific time will be notified separately.

2、online declaration.please meet the requirements and are interested in applying for the company2023before 24:00 on march 3, 2019，log in to the one-stop portal online through the legal person one-certificate connection http://www.shanghai.gov.cn search for "yangpu district service industry development guide fund application", (direct channel: https://zwdt.sh.gov.cn/govPortals/bsfw/item/c8b3b927-a1ce-4b0e-9979-59e3d972272d）， select the application for service industry development guidance funds in the district where the tax collection and management relationship is located (yangpu district), fill out the application form for guidance funds online, and upload relevant attachment materials as required (the uploaded attachment must be PDF format, no more than 50 files per file M， multiple files can be uploaded), the system will automatically generate the declaration form and stamp it with an electronic signature to complete the system application. for specific operations, please refer to the "operation manual for application of service industry development guide fund projects" (appendix 4).
