Notice on Carrying out the Comprehensive Performance Evaluation of Shanghai Science and Technology Giant (including Cultivation) Enterprises in 2023

According to the "Notice on Announcement of the 2021 Shanghai Science and Technology Little Giant Project Project Promulgation List" (Hukehe [2022] No. 4), the performance evaluation targets are the 2021 Science and Technology Little Giant Project Project Promulgation List (including cultivation) enterprises.

（1) Prepare evaluation materials

1、Scientific research project acceptance application form;

2、A copy of the planned task book;

3、Project comprehensive performance self-evaluation report;

4、The scientific and technological report submitted by the contract;

5、Special audit report;

6、Proof of innovative activities that reflect the implementation goals of the small science and technology giant (including cultivation) enterprises, including intellectual property certificates, R&D organization construction, product quality inspection reports, and other relevant supporting materials.

（II) Pre-evaluation review

The project management agency is responsible for pre-evaluating the integrity and compliance of performance evaluation materials and issuing review opinions.

（III) Evaluation implementation

The meeting evaluation method is adopted, mainly focusing on the growth ability of the enterprise, innovation ability, market competitiveness and social contribution ability.The relevant work is initially scheduled to be started in mid-to-early April 2023, and the applicant unit is requested to prepare.

（IV) Review and publication of evaluation results

Based on the performance evaluation situation and the principle of post-subsidy, the Municipal Science and Technology Commission, together with the Municipal Economic and Information Technology Commission and the Municipal Finance Bureau, reviewed the performance evaluation results and announced them.

（I) Evaluation results

Refer to the "Shanghai Science and Technology Plan Project Comprehensive Performance Evaluation Work Standards (Trial)" (Hukegui [2019] No. 11), and the "Shanghai Science and Technology Little Giant Project Implementation Measures" (Shanghai Kegui [2021] No. 12 )Implement it.

（II) Post-subsidy principle

If the comprehensive performance evaluation is "passed", it is divided into three levels: "excellent", "good" and "qualified". Small giant enterprises will give no more than 1.5 million yuan respectively. /1.2 million yuan /900,000 yuan /The funding of the project shall be granted no more than RMB 1 million respectively. /800,000 yuan /600,000 yuan /The funding amount shall not exceed 20% of the relevant R&D expenditures during the implementation period.If the comprehensive performance evaluation is "failed" or "finished", funding will not be provided.

District-level fiscal funds should provide corresponding 1:1 funding matching for science and technology giants (including cultivation) enterprises that are subsidized after the implementation of municipal-level fiscal funds.

1、This notice is published publicly.The applicant unit logs into the "Shanghai Science and Technology Management Information System" ( http://u.stcsm.sh.gov.cn/）On the website, click "Project Management - My Project - Apply for Acceptance" and apply online as required.

Among them, the applicant unit will select an accounting firm with the city's scientific research plan project funding audit online to implement special audit work.Accounting firms should conduct audits strictly in accordance with the relevant requirements of the city's scientific research plan project management, issue project audit reports within 1 month of accepting the audit commission, and upload and submit reports online.

2、2023Before March 31, 2018, the enterprise shall submit relevant performance evaluation materials (in repetition) to the registered area science and technology administrative department. The application shall be deemed to be valid if the signature and seal are complete and consistent with the content of the electronic document submitted online.All written materials must be used A4 Paper is printed on both sides, using ordinary paper materials as the cover, and does not use rubber rings, folders, etc. binding methods with prominent edges.

3、The district science and technology administrative department will summarize and recommend the applicant units within its jurisdiction, and will deliver the written materials submitted by the enterprise to the Shanghai Science and Technology Entrepreneurship Center within five working days after the above deadline (address: Room 302, Building 1, No. 100 Qinzhou Road, Xuhui District).
