  《The Implementation Rules stipulate that Zhangjiang's special funds are applicable to each branch park (except Zhangjiang Core Park and Lingang Park) that has been approved by the state and municipal governments to be included in the management scope of the Zhangjiang High-tech Zone Management Committee of the Municipal Zhangjiang High-tech Zone.The projects supported by Zhangjiang's special funds are divided into major projects arranged by the municipal party committee and municipal government (hereinafter referred to as“Major projects”）；The Zhangjiang High-tech Zone Management Committee of the Municipal Zhangjiang High-tech Zone introduced or laid out key projects that are imported or laid out into the branch park according to the unified deployment of the construction of the Science and Technology Innovation Center, or key projects that require municipal funding by the district government where the branch park is located (hereinafter referred to as“Key projects”）。Projects that have obtained other special financial support from the city and district levels,Zhangjiang's special funds will no longer be repeatedly supported.

  《The Implementation Rules stipulate that the funding targets of Zhangjiang's special funds are units with independent legal person qualifications, relevant qualifications and abilities (preferred to support units with good credit ratings) and meet one of the following conditions: 

1、Enterprises whose registered place and tax management place are within the scope of Zhangjiang High-tech Zone;

2、Relevant units and non-profit legal entities in the city that provide public services and professional services to the Zhangjiang Demonstration Zone;

3、The Municipal Party Committee and Municipal Government determine the organizers of the funded projects.

  All the above units have established financial systems for special account management and separate accounting of project funds;There are no illegal and irregular behaviors in management and operation;Non-profit legal entity institutions have permanent working institutions and sound internal management systems such as business management and financial management.

Zhangjiang’s special funding policies are divided into 120 items in four categories, including optimizing the public service environment, gathering and cultivating high-end talents, promoting the transformation of innovative achievements and building an innovative industrial cluster.

（1) Optimize the public service environment

１、Support parks and enterprises to transform and revitalize existing property resources, improve innovation and entrepreneurship service functions, carry out innovation and entrepreneurship services, and build an open and convenient crowd-creation space and entrepreneurship incubation platform.

2、Support enterprises to undertake the construction of national-level public service platforms;Support public service platforms such as intellectual property service platforms, enterprise credit service platforms, technology intermediary service platforms, common technical service platforms, enterprise patent alliances and other public service platforms that have been evaluated to meet the conditions to improve service facilities, improve service capabilities, provide public services, and carry out international cooperation.

3、Support the construction of a science and technology financial service environment, encourage financial or financial institutions such as science and technology financial service platforms to integrate service resources, build cooperation systems, improve service functions, and carry out service innovation;Support enterprises to implement share reform, mergers and acquisitions and restructuring and financing through multi-level capital markets.
4、Support the construction of productive service environment, improve public supporting facilities such as smart parks, smart transportation, special R&D and production sites, and improve productive supporting service capabilities.
5、Support the park to optimize the ecological environment, build centralized energy supply facilities and service systems, carry out energy conservation and emission reduction, and improve low-carbon, energy conservation, and environmental protection and other public service facilities.

（II) Gather and cultivate high-end talents

1、Support the construction of Zhangjiang International Talent Experimental Zone and take the lead in trial policy innovation and mechanism innovation of talent management services;Establish a comprehensive service system covering talent introduction, talent rewards, innovation and entrepreneurship, continuing education, skills training, etc.;Support the construction of entry and exit certificate filing centers, service windows and convenient service systems;Support the introduction of high-level talents such as chief experts to the world and provide them with professional laboratory customized services.
2、Support the establishment of new service platforms, deepen the pilot project of talent service platforms construction, and support the establishment of comprehensive talent service windows and talent statistical analysis systems;Support the implementation of the "Internet" +”Talent informationization project, establish a one-stop online talent service platform, and develop mobile talent public service products.
3、Support talent apartments and platform projects that provide supporting services such as children's education, medical insurance, etc. for high-level talents in the park.Support parks and enterprises to use their own existing land construction units to rent houses or talent apartments, international schools, medical service centers and other service facilities;Support domestic medical institutions to improve the foreign-related medical insurance settlement network.
4、Support the cultivation and introduction of urgently needed talents.Support the creation of new talent cultivation institutions, and support school-enterprise cooperation to establish entrepreneurial universities, international talent research institutes and new academic education institutions;Support the joint cultivation of compound talents, industrial technology backbone and skilled talents in industry, academia and research;Deepen the construction of overseas talent incubation bases and implement the supporting incubation and introduction of talent technology project funds.
5、Support talents in innovation and entrepreneurship.Support the construction of overseas high-level innovation and entrepreneurship talent bases and overseas student entrepreneurship parks;Support the flow of talents in industry, academia and research, and deepen the pilot project of the construction of new talent training institutions such as the joint laboratory of talent training;Support high-level talents in innovation and entrepreneurship, and implement supporting funding, subsidies and rewards for talent innovation and entrepreneurship.

（3) Promote the transformation of innovative achievements

1、Support the industrialization of innovative achievements in the park.Support enterprises to introduce and transform leading domestic and foreign scientific and technological achievements;Projects supporting the transformation links of enterprise independent research and development results such as pilot, trial production, and testing;Support the coordinated implementation of technological research and development results in the industrialization of the park;Support military-civilian integration innovation and support enterprises to carry out the transformation, application and promotion of military-civilian dual-use technology achievements.

2、Support the demonstration application of new products, new technologies and new models.Support enterprises to carry out the demonstration application and marketing of certified independent innovation achievements;Support enterprises to implement the integrated development of information technology with R&D, production, services and trade.
3、Support the creation of national and international standards, and support enterprises to implement international promotion and application for international certification of innovative brands.
4、Support open cooperation and innovation.Support enterprises to carry out domestic and foreign cooperation and exchanges and market development, and improve the radiation and driving capabilities of the demonstration zone and the demonstration effect of the Zhangjiang brand;Support innovative achievements display platform and brand culture construction that is conducive to improving Zhangjiang's brand effect;Support the park to organize domestic and cross-regional and overseas technology spillover transformation and industrialization.

（4) Build an innovative industrial cluster

1、Support the park to introduce high-quality international and domestic industrial resources, R&D institutions and functional headquarters to target the key points of the development of emerging industries and weak links in the industrial chain, and improve the industrial chain and R&D chain.

2、Support major scientific facilities.Support the development of special services to enterprises in the demand for special projects and major platform construction tasks;Support the construction of leading enterprises in key areas and improve the functions of key laboratories;Support each branch to provide supporting services for key enterprises to undertake national and city key projects and implement industrialization projects for scientific and technological innovation achievements.
3、Support enterprises as the main focus and jointly with universities and research institutes to build R&D centers, technology centers, engineering centers and innovative achievement application service centers;Support leading enterprises to take the lead in building the "Internet" +”、“Internet of Things +”、“Emerging industry clusters such as intelligent manufacturing" and the integration of culture and technology.
4、Support the construction of the industry-university-research innovation alliance.Support leading enterprises and backbone innovative enterprises as the core, jointly build an industry-university-research innovation alliance with universities, research and development, and small and medium-sized enterprises upstream and downstream of the industrial chain, carry out customized service outsourcing of innovative technology products among enterprises, and build an innovative industrial organization with supporting R&D, transformation, production, application and service functions.
（V) Other projects arranged by the municipal party committee and municipal government
Projects included in the scope of funding for major projects should have the effect of radiating multiple sub-parks and driving the development of the entire demonstration zone or industrial chain.It mainly includes projects that optimize the innovation and entrepreneurship environment of Zhangjiang Demonstration Zone and can cover the management and service projects of each branch park, and implement major technological breakthroughs, major platform construction and major demonstration application projects in key areas.

  In addition, the "Implementation Rules" also provide detailed explanations on funding arrangements, funding forms and standards, project management processes, and accountability.The "Implementation Rules" will be implemented from January 1, 2016 to December 31, 2020.
