enterprises in each park:

in order to accelerate the cultivation of science and technology enterprises and comprehensively promote the construction of yangpu national innovation pilot urban area, according to the "implementation measures for the small giant project of yangpu district, shanghai" (yangfugui [2017] no. 1), the following notice is hereby issued on the selection of yangpu district science and technology small giant enterprises in 2018:

applicable objects

enterprises that meet the following conditions can apply for yangpu district science and technology giant enterprise:

1、the industrial and commercial tax registration is in yangpu district, completing the 2017 annual report on shanghai science and technology enterprise statistics;

2、the number of r&d personnel in manufacturing enterprises shall not be less than 10% of the total number of employees in the enterprise in that year, and the number of r&d personnel in software or technology service enterprises shall not be less than 30% of the total number of employees in the enterprise in that year;

3、the proportion of the total research and development expenses of the enterprise in the past three accounting years shall not be less than 5% of the total revenue of its main business;

4、the company's main business income in the previous year was generally more than 10 million yuan; and the main economic indicators in the past three fiscal years have grown steadily, continued to make profits, have good market performance, operate with integrity, and pay taxes in accordance with the law;

5、enterprises attach importance to scientific and technological investment, outstanding innovation capabilities, and have independent intellectual property rights;

6、the enterprise has a strong business management team, a sound financial system, strong market response capabilities, and a flexible incentive mechanism;

7、issuing recommendations through the science and technology park where the registered place is located or the investment promotion office of the household management location;

8、there are no adverse project implementation records for all types of scientific and technological industrialization projects in the country and the city over the years;

9、no major safety, major quality accidents or serious environmental violations have occurred in the past three years and enterprises that have problems with third-party credit investigations have been disqualified.

10、if you have obtained projects from shanghai science and technology small giant enterprise, shanghai science and technology small giant cultivation enterprise and yangpu district double innovation small giant enterprise, you cannot apply for yangpu district science and technology small giant enterprise.

application materials

the enterprise will fill out the "yangpu district science and technology small giant enterprise application form" (see attachment) as required and provide the following materials:

1、a copy of the business license, tax registration certificate, and corporate organization code certificate;

2、2015-2017the audit reports for three years (including balance sheet, profit and loss statement, and cash flow) must be stamped with the accounting firm's seal;

3、enterprise credit rating certificate, independent intellectual property status, high-tech product (service) appraisal certificate, inspection report, contract copy, related certificate copy and other materials that need to be submitted.

please use written materials A4 print the paper on both sides, bind it flat, do not use rubber rings, folders, etc. with protruding edges; use ordinary paper materials as the cover.

acceptance method

the declaration time will be from now until july 13, 2018，the enterprise will submit the complete application materials (in replica of written materials, one copy of electronic version) to the district science and technology committee after recommendation through the investment and promotion office of the affiliated science and technology park or the location of the tax administration.

the centralized delivery time for written materials is 9:00-17:00 on each working day from july 9 to july 13.
