in order to accelerate the construction of a science and technology innovation center with global influence in the city, implement the national "new generation artificial intelligence development plan" (guofa [2017] no. 35), and give full play to the guiding and promoting role of special funds in the development of artificial intelligence, according to the requirements of the "shanghai special fund management measures for industrial transformation, upgrading and development of shanghai" (shanghai economic information regulations [2015] no. 101) and the "shanghai artificial intelligence innovation and development special support implementation rules" (shanghai economic information regulations [2017] no. 896) , the following notice is hereby made on the application for the 2018 shanghai artificial intelligence innovation development project:


support scope

accelerate the research and development of core technologies related to artificial intelligence such as computer vision, speech recognition, cognitive computing, natural language processing, and human-computer interaction, promote the in-depth application of artificial intelligence technology, and promote collaborative innovation and integrated ecological cultivation of the artificial intelligence industry.

(1) improve the r&d and industrialization capabilities of core artificial intelligence technologies

1、accelerate the development of various unmanned systems for air, ground and underwater. focus on supporting the research and development and industrialization of intelligent connected vehicle assisted driving and autonomous driving technologies. supports the research and development and application of intelligent driving products with visual sensing, millimeter-wave radar, lidar, human-computer interaction system, line-controlled steering and control, braking control, energy management, etc. as core components. support the development of intelligent decision-making control system for urban rail transit. support the research and development and industrialization of various unmanned system equipment such as power grid inspection, airspace detection, logistics distribution, and industrial inspection.

2、integrate and develop intelligent robots. focus on supporting the development of intelligent industrial robots with machine vision and independent decision-making as the breakthrough direction. support the development of intelligent service robots such as education and entertainment, medical rehabilitation, elderly care, security and rescue focusing on intelligent perception, pattern recognition, intelligent analysis and intelligent decision-making.

3、integrate and develop smart hardware. focus on supporting the research and development and industrialization of smart homes and smart medical and health equipment with intelligent perception and interaction functions. support the research and development and industrialization of smart terminal products such as augmented reality and virtual reality. supports the research and development and industrialization of security equipment such as intelligent surveillance cameras and servers.

4、collaborative development of intelligent software systems. focus on supporting the research and development and industrialization of intelligent software development frameworks, middleware and tool sets for cloud training and terminal execution, and have functions such as feature extraction, dynamic analysis, model training, and algorithm evaluation. support the construction of an open source and open platform for artificial intelligence and encourage the construction of an open computing service platform that meets complex training needs. support the development of a new cloud computing platform that adapts to the new generation of large-scale distributed applications, multi-source heterogeneous platforms, dynamic resource allocation and other fully elastic containers. support the development of embedded software systems with intelligent execution capabilities of terminals such as lightweight containers, edge computing, and enhanced learning. support the development of industry application software systems based on intelligent technologies such as deep learning, image recognition, speech recognition, knowledge graph, human-computer interaction, etc. support the research and development of intelligent control systems such as intelligent human-computer interaction systems, group real-time collaboration systems, and intelligent collaboration systems.

5、lead the development of artificial intelligence chips. focus on supporting central processors for artificial intelligence applications ( CPU)、 field programmable gate array ( FPGA)、 image processor ( GPU)、 neural network processor ( NPU) independent research and development of general-purpose processor chips in deep learning. supports application chip research and development and industrialization in fields such as unmanned systems, video surveillance, medical equipment, voice and semantic understanding. supports core processor architecture and instruction sets for artificial intelligence applications IP r&d and industrialization.

6、breakthrough to develop intelligent sensors. focus on supporting the research and development and industrialization of intelligent industrial sensors such as vision, ranging, and location; support the research and development and industrialization of medical electronic sensors for vital sign perception; support the research and development of intelligent consumer electronic sensors such as biometric recognition, three-dimensional scanning, and image perception for smart terminals and industrialization.

(ii) expand the application scenarios of artificial intelligence integration

7、focus on the innovative application experience scenarios of the world artificial intelligence conference, and encourage the intelligent perception, intelligent monitoring, intelligent control, prediction and early warning, network transmission, basic support, security and operation for the conference's intelligent conference, application experience, comprehensive display, management services, etc. supporting applications such as dimensionality.

9、promote the depth of artificial intelligence technology in urban management scenarios such as urban public safety, electricity and energy, transportation and logistics, social management scenarios such as social governance, public services, and public opinion management, as well as public service scenarios such as medical health, public health, education and culture application. support the application of artificial intelligence technology in commerce, media and other fields, and promote the development of new business forms and new models.

(3) strengthen the support of artificial intelligence data resources

10、support the construction of multi-source cross-field data platforms based on public data, social data, perceived data, etc., build a high-quality artificial intelligence training resource library, provide machine deep learning and application training inspection, and support the aggregation and basic development of artificial intelligence resources.

11、support the construction of a joint big data laboratory jointly built by multiple parties, focus on key areas such as finance, medical care, commerce, tourism, transportation, energy, and urban management, and deepen the integration of public data and social data through innovative applications such as "data sandbox" , support the innovative application of artificial intelligence and the research on industry standards and specifications, and establish a new model that deeply integrates industry, education, research and application.

(4) promote the development of a new metropolitan iot private network based on artificial intelligence

12、support the construction of a new urban iot platform guided by the intelligence of urban management and social governance, including urban rules engines, process orchestration engines and algorithms for comprehensive application scenarios such as public management, public services, and public safety. the development of distributed platform architecture of indexes, the scale deployment of district-level neurons (perceptual nodes), and the construction of operation supervision systems, intelligent decision-making scheduling and command systems driven by iot sensing data.

13、support the research and development of comprehensive evaluation system based on the new metropolitan iot private network construction guidelines, oriented towards perception, data, algorithms, platforms, etc., and build a comprehensive application scenario and full industrial chain verification. outdoor field test site.

14、focus on the innovative application of new metropolitan iot dedicated network services, and support the application, algorithm and rule innovation in key areas and key areas such as ecological environment, smart parks, elderly services, and public utilities.


application conditions

(1) the project application unit must be an unit established in the city in accordance with the law and has the ability to independently assume civil liability, with good credit and corresponding ability to undertake project construction.

 (2) the project application unit must be the builder and owner of the property rights of the project. application project application units must master core technologies or cooperate in depth with core technology providers (cooperation agreement must be attached). industrial projects should have clear industrialization indicators.

(iii) the project should be a project under construction or to be built, and the implementation period is generally within two years (no more than december 31, 2020 at the latest),in principle, projects that have been completed are not supported.

(4) if the same project has obtained municipal fiscal funding support through other channels, it will no longer be supported.

(5) in principle, the same unit can only apply for one project.

(6) focus on supporting projects participating in the application experience of the 2018 world artificial intelligence conference and projects included in the ministry of industry and information technology’s deep integration of artificial intelligence and the real economy innovation project.

(7) the application entity of the big data joint laboratory should be the pilot participating unit of the shanghai big data joint innovation laboratory in 2018.

 

application materials and requirements

(i) application materials

1、special fund project application form (filled online, printed online);

2、project construction plan;

3、business license and organizational code certificate of corporate legal person (copy of paper materials can be provided);

4、commitment to authenticity of project application materials and their affiliated documents;

5、the reporting unit must provide the 2017 annual audit report (including notes and audited accounting statements) and the latest financial statements;

6、project new inspection report and other relevant materials that can explain the project situation.

(ii) application materials requirements

1、the electronic materials submitted online must be PDF format, no more than 5 per file M, multiple files can be submitted.

2、a copy of paper declaration materials, A4 print the paper on both sides, with ordinary paper material as the cover, and bind it into a book on the left (using ordinary adhesive binding method) and stamp it with a seam seal. the declaration and authenticity commitment letter must be stamped with the official seal of the declaration unit. the declaration and authenticity commitment letter must also be signed by the legal representative or his authorized representative. (the authorized representative must provide the authorization letter of the legal representative )。(no return of declaration materials)

3、paper application materials must be signed and sealed and consistent with the content of the electronic application materials submitted online.


application acceptance

project application is carried out in parallel with online declaration and written declaration.

the applicant must log in to the special fund project management and service platform of the municipal economic information commission for the online submission and submit electronic materials as required.。online application time on july 2, 2018 9:00 ~716:00 on the 16th of the month (the system display time shall prevail), it is recommended to complete the online submission work one day in advance

(1) our commission has never entrusted any institution or individual to act on the special application for the development of artificial intelligence in shanghai. the project unit is requested to apply for the project independently. our commission will accept applications strictly in accordance with relevant standards and procedures without charges. if any institution or individual charges fees to the enterprise under the name of our commission or our commission staff, please report to our commission.
