Notice on the City’s proper response to the COVID-19 epidemic to implement phased support policies for housing provident fund

1. Implement the policy of deferral

    2020Before June 30, 2018, if a housing provident fund deposit enterprise is unable to pay housing provident fund on time and in full due to the impact of the epidemic, it can go to the Shanghai Provident Fund Management Center after discussion and approval by the enterprise employee representative meeting or trade union. (hereinafter referred to as the Municipal Provident Fund Center )Apply for deferred payment.The deferred payment period is from February to June 2020 (if the enterprise has remitted housing provident fund for February, the deferred payment period is from March to June 2020).During the period of deferred payment, no arrears will be handled against the enterprise and will not affect the enterprise's credit reporting;The employee's housing provident fund payment time is continuously calculated, which does not affect the employee's normal withdrawal and application for housing provident fund loans;If an employee needs to transfer an account or withdraw an account, the company shall first handle the repayment for him.After the deadline expires, the enterprise shall resume payment.For housing provident fund during the period of delayed payment, the enterprise should negotiate with the employees to formulate and report a supplementary payment plan, and the amount of supplementary payment shall be calculated and determined based on the contribution base and contribution ratio before the delayed payment.

  2020Before June 30, 2018, individual industrial and commercial households, their employees, flexible employment personnel, etc. who voluntarily pay housing provident fund, and who are unable to pay housing provident fund on time and in full due to the impact of the epidemic, they can apply to the Municipal Provident Fund Center for suspension of payment procedures.During this period, the housing provident fund payment time of the voluntary depositor will be continuously calculated, which will not affect their normal withdrawal and application for housing provident fund loans.


2. Loans will not be overdue

    If employees affected by the new crown pneumonia epidemic cannot return the housing provident fund loan normally from February 1 to June 30, 2020, employees can apply to the Municipal Provident Fund Center. After confirmation, they will not be overdue and will not be submitted to the credit reporting department as overdue records. Those that have been submitted will be adjusted.Starting from July 2020, borrowers shall repay their housing provident fund loans normally, and shall not be later than the end of September 2020 at the latest;If there is real difficulty in repaying the loan, you can apply to extend the repayment period of the housing provident fund at the same time. The extended loan term shall not exceed the maximum loan term stipulated in the housing provident fund loan.


3. Ensure employees’ reasonable withdrawal needs

    During the epidemic prevention and control period, withdrawal services with acceptance time limit requirements such as house purchase withdrawal, construction and renovation housing withdrawal, and early settlement loan withdrawal will be extended until 3 months after the end of the epidemic.For the pre-requisite withdrawal of shared property rights and affordable mortgages, the acceptance period will be extended until the loan is issued.Renters who are under great pressure to pay rent due to the epidemic can submit relevant supporting documents to the Municipal Provident Fund Center, and the rental withdrawal amount can be appropriately increased after the review is approved.


4. Continue to implement the policy of reducing the contribution ratio

    2020Before June 30, 2018, enterprises that have difficulties in production and operation due to the epidemic can apply to the Municipal Provident Fund Center for reducing the housing provident fund contribution ratio to less than 5% in accordance with the "Shanghai Provident Fund Management Measures for Reducing the Housing Provident Fund Contribution Rate or Delaying the Payment of Housing Provident Fund" (Shanghai Provident Fund Management Committee [2018] No. 7) and other relevant regulations.The Municipal Provident Fund Center will speed up the acceptance and approval, and the processing time limit will be reduced from 10 working days to 5 working days.

Delayed payment by the company

(I) Application Scope

  2020Before June 30, 2018, if a housing provident fund deposit enterprise is unable to pay housing provident fund on time and in full due to the impact of the epidemic, it may apply to the Shanghai Provident Fund Management Center (hereinafter referred to as the Municipal Provident Fund Center) for deferral payment after discussion and approval by the enterprise employee representative meeting or trade union.

  When an enterprise that pays supplementary housing provident fund applies for deferral payment, it can apply for deferral payment of housing provident fund and supplementary housing provident fund at the same time, or it can only apply for deferral payment of supplementary housing provident fund, and the housing provident fund is paid normally.


(II) Delay payment deadline

  The deadline for enterprises to defer payment is from February to June 2020.If an enterprise has remitted housing provident fund for February, the deferred payment period is from March to June 2020.


(III) Application process

  The company applies for deferred payment to the Municipal Provident Fund Center based on its own impact on the epidemic.When an enterprise applies for a deferred payment, it shall strengthen consultation with employees and trade unions, discuss and pass the discussion and approval by the employee representative meeting or trade union, and negotiate with employees to formulate a supplementary payment plan for the housing provident fund during the deferred payment period.The company shall keep the materials and reimbursement plans discussed and approved by the employee representative meeting or the trade union for reference.

  The Municipal Provident Fund Center provides online application channels for enterprises to delay payment.Enterprises log in to Shanghai Housing Provident Fund Network ( www.shgjj.com), Fill in and submit relevant application information for the company's deferred payment online, and promise that the application information is true and accurate.


(IV) Delay payment review

  After receiving the application for deferred payment by the enterprise, the Municipal Provident Fund Center Management Department of the location of the enterprise's housing provident fund account will contact the enterprise to understand the impact of the enterprise due to the epidemic, the negotiation between the enterprise and the employees, etc.After review, the company can check the application review results online.


(5) Processing time limit

  The Municipal Provident Fund Center will speed up the acceptance and review, and the processing time limit will be reduced from 10 working days to 5 working days.


(VI) Related business processing

  The Municipal Provident Fund Center will not deal with the underpayment of the enterprise applying for deferred payment, which will not affect the enterprise's credit investigation.During the period when the company is deferred, the employee's housing provident fund payment time will be continuously calculated, which will not affect the employee's normal withdrawal and application for housing provident fund loans.

  During the period of deferred payment, if an employee needs to transfer an account or withdraw an account, the company shall first apply for a supplementary payment, and then transfer an employee’s account or allow the employee to withdraw an account.

  If the payment method of deferred payment of enterprises is entrusted deduction, the Municipal Provident Fund Center will temporarily suspend the deduction of enterprises.After the enterprise's deferral period expires, the Municipal Provident Fund Center will resume the enterprise's entrusted deduction.

  During the period of delayed payment, if the company's economic benefits improve, normal payment can be processed.


(7) Subsequent deposit

  After the deadline expires, the enterprise shall resume payment.For housing provident fund during the deferred payment period, the enterprise and employees will negotiate to formulate a supplementary payment plan.The amount of reimbursement shall be calculated and determined based on the contribution base and contribution ratio before the deferred payment.Repayment can be made up in one go or in batches.

  After the deadline expires, if an enterprise still needs to apply for a delay in payment due to operating difficulties, it shall be handled in accordance with the relevant regulations on the "Shanghai Measures for Reducing the Housing Provident Fund Contribution Rate or Delaying Housing Provident Fund Payment" (Shanghai Provident Fund Management Committee [2018] No. 7) and other difficult enterprises.


Reduce the contribution rate
