In order to support the city's small and medium-sized enterprises to improve their international business capabilities, strengthen enterprise content management and risk prevention, etc., and do a good job in the declaration of the city's special funds for foreign economic and trade development (SME International Market Development Fund) (hereinafter referred to as the "Development Fund") in 2019, the relevant matters are hereby notified as follows:

1. The Municipal Development Fund Organizing Department and the Commercial Administration Department of each district should, in accordance with the relevant provisions of the "Management Measures", "Work Notice" and "Implementation Rules", do a good job in policy implementation, give full play to the role of market entities, promote the city's enterprises to explore key markets, actively expand emerging markets along the "Belt and Road", deepen the traditional market and optimize the international market layout.Strengthen the construction of the management team of pioneering funds, earnestly provide services for small and medium-sized enterprises, strengthen policy publicity, help enterprises understand policies, improve enterprise application efficiency, and effectively play the effectiveness of pioneering funds policies.

The commercial departments of each district should strictly follow relevant regulations, strengthen the verification of the originals of the application materials, effectively carry out supervision and inspection of the application projects, and strengthen the performance management of the development funds, and promptly report the fund use summary report (including fund management system, fund support, daily inspection and supervision, fund performance management, existing problems and policy suggestions, typical enterprises and highlight work, etc.).The Municipal Development Fund Undertaking Department should cooperate with the Municipal Commerce Commission and the Municipal Finance Bureau to do a good job in the performance management and supervision and inspection of the city's development funds.

2. Small and medium-sized enterprises and relevant units in the city that meet the requirements may apply for development funding support within the prescribed period in accordance with the "Management Measures", "Implementation Rules" and the relevant requirements of this notice. The applicant unit shall be responsible for the authenticity and legality of the application projects and related submission materials.If you encounter any problems during the application process of small and medium-sized enterprises, please contact the relevant fund management department in time (see Appendix 2 for details).

The commercial authorities at all levels in this city have not entrusted any medium-sized institutions to handle the application of funds for enterprises. SMEs are requested to be vigilant and beware of being deceived.

3. The city’s 2019 development fund project application will be implemented in two batches.The online application time of the first batch of projects is from July 25, 2019 to August 25, 2019, and the online application time of the second batch of projects is from December 1, 2019 to January 15, 2020.SMEs and related units are requested to process online application in a timely manner based on the project implementation progress ( www.smeimdf.org）， No acceptance will be accepted after the deadline;After completing the online application, please submit the fund allocation declaration materials to the relevant fund management department within 5 working days.

4. In order to further optimize the management of development funds, improve the level of serving enterprises, and improve the convenience of policy declaration, we will now streamline the application materials for overseas exhibitions, overseas trademark registration, management system certification, product certification and other project certification based on the actual situation of small and medium-sized enterprises in the development of international cities (see Appendix 2 for details).
