In order to further improve the evaluation of the qualifications for intermediate professional and technical positions of the engineering series chemical engineering major in this city, in accordance with the spirit of the "Notice on Standardizing the Application Conditions for Professional and Technical Title in this city" (Shanghai Human Resources and Social Security College [2017] No. 115), the "Implementation Rules on Improving the Evaluation and Appointment of Professional and Technical Titles in the Field of Science and Technology Innovation in this city" (Shanghai Human Resources and Social Security College [2016] No. 2), and the "Notice on Adjusting the Policy for Professional and Foreign Languages and Computer Application Ability Examination" (Shanghai Human Resources and Social Security College [2017] No. 2), with the approval of the Shanghai Municipal Human Resources and Social Security Bureau, the relevant matters are hereby issued to carry out the qualifications for intermediate professional and technical positions for Shanghai Engineering Series Chemical College for 2020. The relevant matters are notified as follows:

Reviewing agency

The Shanghai Engineering Series Chemical Professional Intermediate Professional Technical Position Qualification Evaluation Committee (Huayi Group) is responsible for the evaluation of the qualifications of engineers for engineering series chemical engineering in this city.The affiliated unit is Shanghai Huayi (Group) Company.The Central Judges have 6 professional discipline groups, with the specific scope of majors as follows:

（1) Basic Chemical Group:

Engineering and technical personnel engaged in the research, design and production of chemical raw materials and fertilizers such as chlor-alkali chemical, natural gas chemical, coal chemical and petrochemical.

（2) Fine Chemical Group:

Engineering and technical personnel engaged in the research, design and production of fine chemical products such as dyes, reagents, chemical additives, food additives, surfactants, organic intermediates, biochemicals and pesticide chemicals.

（3) Chemical Materials Group:

Engineering and technical personnel engaged in the research, design and production of inorganic new materials and other new chemical materials (coatings, plastics, fluorine materials, synthetic resins) and other polymer materials.

（4) Rubber Engineering Group:

Engineering and technical personnel engaged in the research, design and production of tires and other various natural and synthetic rubber products.

（V) Chemical process control and equipment group:

Engineering and technical personnel engaged in the research, design, manufacturing, introduction and absorption of chemical production processes and chemical equipment.

（6) Chemical Environmental Protection and Comprehensive Group: Engineering and Technical Personnel engaged in the research, governance and monitoring of chemical environmental protection.

Application scope

In-service professional and technical personnel working in corresponding professional and technical positions of enterprises, institutions and social organizations in the city, who are employed as engineer positions (positions), and are expected to be employed as engineer positions (positions), and who meet one of the following conditions until the date of application and meet the conditions stipulated in this notice.

（1) Have household registration in this city;

（2) Hold the "Shanghai Residence Permit" within the valid period;

（3) In the past two years, the city has paid social insurance for a total of 12 months.

In order to further improve the evaluation of senior professional and technical positions in the engineering series chemical engineering major in this city, according to the "Guiding Opinions of the Ministry of Human Resources and Social Security on Deepening the Reform of the Professional Title System for Engineering and Technical Talents" (Ministry of Human Resources and Social Security [2019] No. 16), the "Implementation Rules on Improving the Evaluation and Appointment of Professional and Technical Title in the Field of Science and Technology Innovation in this city" (Shanghai Human Resources and Social Security [2016] No. 2) and the "On Issuance of <Management Measures of the Shanghai Senior Professional and Technical Position Qualification Review (Adjustment) Committee >The spirit of the relevant documents such as "The Temporary Plan for Implementing the Career Development of High-skilled Talents and Engineering and Technical Talents in the Engineering and Technology Field of the City" (The Shanghai Human Resources and Social Security Bureau [2019] No. 32) is approved by the Shanghai Municipal Human Resources and Social Security Bureau. The relevant matters are hereby issued as follows:

The Shanghai Engineering Series Chemical Engineering Professional Senior Professional Technical Position Qualification Review Committee (hereinafter referred to as the "Chemical Engineering Senior Evaluation Committee") approved by the Shanghai Municipal Human Resources and Social Security Bureau is responsible for the evaluation of the qualifications of senior engineers in the city's chemical engineering major.The Chemical Engineering Higher Evaluation Committee has 5 professional discipline groups, with the specific scope of majors as follows:

（1) Basic Chemical Group:

Engineering and technical personnel engaged in the research, design and production of chemical raw materials and fertilizers such as chlor-alkali chemical, natural gas chemical, coal chemical and petrochemical.

（2) Fine Chemical Group:

Engineering and technical personnel engaged in the development, research, design and production of fine chemical products such as dyes, reagents, chemical additives, food additives, surfactants, organic intermediates, biochemicals and pesticide chemicals.

（3) Chemical new materials group:

Engineering and technical personnel engaged in the research, design and production of new chemical materials (coatings, plastics, fluorine materials, synthetic resins), tires and other various natural and synthetic rubber products.

（4) Chemical process control and equipment group:

Engineering and technical personnel engaged in the research, design, manufacturing, introduction and absorption of chemical production processes and chemical equipment.

（V) Chemical Environmental Protection Group:

Engineering and technical personnel engaged in the research, governance, monitoring and comprehensive utilization of chemical environmental protection.

Application scope

（1) In-service professional and technical personnel working in corresponding professional and technical positions of enterprises, institutions and social organizations in the city, who are hired as engineer positions (positions), and are expected to be hired as senior engineer positions (positions), and meet one of the following conditions until the date of application and meet the conditions stipulated in this notice.

1、Have a household registration in this city;

2、Hold the "Shanghai Residence Permit" within the valid period;

3、In the past two years, we have paid social insurance in this city for a total of 12 months.

（2) Overseas high-level overseas students who have not obtained intermediate professional titles introduced by enterprises, institutions and social organizations in this city, who have not obtained intermediate professional titles, can be evaluated and applied by their unit based on their academic qualifications, academic and professional level based on their academic qualifications, academic and professional levels, and recommended by district, county or above industry competent departments, professional societies (associations) or more senior professional title peers. The senior judges and competent departments can directly apply for the evaluation of deputy senior professional and technical titles in accordance with similar domestic personnel.

（3) The following situations are not within the scope of declaration:

1、Those who have completed the retirement procedures or have reached the legal retirement age in the current year (except for those who have completed the extended retirement procedures of senior professional and technical personnel in accordance with national regulations);

2、Those who participated in the city's senior professional title review in the previous year did not pass (except those who have significant achievements afterwards, major achievements refer to winning awards at the provincial and ministerial level or publishing professional works).
