(1) Be more than 5 years away from the legal retirement age, that is, born after January 1, 1965 (a corporate woman born after January 1, 1970).We should focus on discovering and selecting outstanding young professional and technical talents. (2) Meet the basic conditions of "excellent moral quality, significant professional contribution, outstanding team effect, significant leading role and great development potential".
Excellent moral quality:Have firm political morality, excellent academic ethics, good professional ethics and social morality.
Major professional contributions:More outstanding innovative achievements have been achieved in related fields and have made outstanding contributions to the city's economic and social development.
High team effect:It has a professional team with a reasonable structure and strong innovation and creativity. The core members of the team are generally at least 5, of which there are usually at least 2 members under 45 years old.
Significant leading role:It can lead the development direction of this major, discipline and field in this city, the whole country and even the world, and play a good demonstration and leading role.
Great development potential:I have shown obvious innovation capabilities, R&D advantages and development potential in related fields;Team members have great development potential.
(3) The following persons are not within the scope of declaration:
1.Personnel selected for the national "Ten Thousand Talents Plan" and the National Overseas High-Level Talent Plan;
2.Personnel selected for Shanghai Overseas High-Level Talent Program and Shanghai Leading Talent Training Program;
3.Personnel selected for provincial high-level talent plans at other provinces and cities;
4.Personnel selected as "Yangtze River Scholar", National Natural Science Foundation, National, Provincial and Ministerial Youth Talent Program, and are still in the training period;
5.Leaders of enterprises and institutions (city-managed cadres) who hold leadership positions at the bureau level or above and are no longer directly engaged in professional and technical work;
6.Personnel who have not been selected for two consecutive years and have no new major professional achievements in this year;
7.Those who apply for the Shanghai Overseas High-Level Talent Plan and the Shanghai Youth Talent Development Plan in the same year.
2. Selection principles
With the principle of improving the innovation and entrepreneurship capabilities of talents as the core, focusing on key points, serving development, highlighting the front line, team priority, openness and equality, and competition and selection of the best, we will implement the Shanghai Leading Talent Training Plan in-depth.
(1) Focus on key points and serve development.Focus on the key areas, major projects and major projects of the city's talent peak project, focus on scientific and technological innovation and entrepreneurship, transformation and industrialization of high-tech achievements, and focus on three key industries: integrated circuits, artificial intelligence, and biomedicine, and carry out the selection of leading talents.At the same time, we must increase the selection of leading talents in philosophy and social sciences.Professional and technical talents who are engaged in research on major public health and epidemic prevention and control or directly participate in the front-line treatment of new coronavirus pneumonia will be given under the same conditions.

3. Recommended platform
2020In 2019, the selection and recommendation of leading talents has established 8 platforms: science and technology, education, health, enterprise innovation, finance, culture, modern agriculture and entrepreneurship.Each department and district recommends to the corresponding platform based on the professional field of the recommended target.Each platform should establish an evaluation committee composed of well-known experts in relevant fields, industry associations and social organizations for preliminary review, and recommend candidates to the Municipal Talent Work Coordination Group Office.Each platform is responsible by the relevant departments, committees, offices and bureaus of the Municipal Party Committee and Municipal Government. The specific arrangements are as follows:
(one)A recommendation platform for selecting leading scientific and technological talents.The Municipal Science and Technology Party Committee and the Municipal Science and Technology Commission are responsible for the selection and recommendation of leading talents engaged in basic scientific research, applied science and technology research and development.
(two)A recommendation platform for selecting leading education talents.The Municipal Education and Health Work Party Committee and the Municipal Education Commission are responsible for the selection and recommendation of leading talents engaged in higher education and high-end talent training.
(three)A recommendation platform for selecting leading health talents.The Municipal Education and Health Work Party Committee and the Municipal Health Commission are responsible for the selection and recommendation of various leading talents engaged in clinical medical work and clinical research.
(Four)A recommendation platform for selecting leading talents in enterprise innovation.The Municipal State-owned Assets Supervision and Administration Commission, the Municipal Economic Information Technology Party Committee, the Municipal Economic Information Technology Committee, the Municipal Construction and Transportation Party Committee, the Municipal Housing and Urban-Rural Development Management Committee, the Municipal Commerce Committee, and the Management Committee of the Lingang New Area of the Free Trade Zone will be responsible for the selection and recommendation of various types of enterprise innovation leaders.Among them, the Municipal State-owned Assets Supervision and Administration Commission is responsible for the selection and recommendation of talents for state-owned enterprises in this system. The Municipal Economic Information Technology Party Committee and the Municipal Economic Information Technology Committee are responsible for the selection and recommendation of innovative talents such as central enterprises and private enterprises in Shanghai. The Municipal Construction and Transportation Work Party Committee and the Municipal Housing and Urban-Rural Development Management Committee are responsible for the selection and recommendation of construction, transportation and shipping talents. The Municipal Commerce Commission is responsible for the selection and recommendation of innovative talents for foreign-invested enterprises. The Management Committee of the Lingang New Area of the Free Trade Zone is responsible for the selection and recommendation of innovative talents for non-public enterprises in the new area.
(five)A recommendation platform for selecting leading financial talents.The Municipal Financial Work Party Committee and the Municipal Local Financial Supervision Bureau are responsible for the selection and recommendation of leading financial and accounting talents.Among them, the application and acceptance of accounting talents is the responsibility of the Municipal Finance Bureau.
(six)A recommendation platform for selecting and recommending cultural leaders.The Municipal Party Committee Propaganda Department is responsible for the selection and recommendation of leading talents in the fields of philosophy and social sciences, news and publishing, culture and art, cultural industry, sports, law, etc.
(seven)A recommendation platform for selecting leading talents in modern agriculture.The Municipal Agriculture and Rural Committee is responsible for the selection and recommendation of leading talents in the fields of agriculture, forestry, animal husbandry, fishery and other fields.
(eight)A recommendation platform for selecting leading entrepreneurial talents.The Municipal Party Committee Organization Department and the Municipal Human Resources and Social Security Bureau are responsible for the selection and recommendation of entrepreneurial leaders.The Municipal Federation of Industry and Commerce jointly does a good job in selecting and recommending.
Fourth, recommended ways
(I) Unit recommendation
Each unit shall strictly recommend candidates to the municipal industry authorities according to the selection conditions for leading talents and administrative affiliation;Central enterprises in Shanghai recommend candidates to relevant departments according to their affiliation with the Party organization;If there is no administrative or party organization affiliation, the candidates shall be recommended to the district where the unit is registered according to the principle of territoriality.The industry authorities and districts strictly control, carefully screen, propose candidates recommended by the department and district, and recommend them to relevant platforms based on the candidate's professional field.
Entrepreneurship talents are accepted and recommended by the Talent Work Leadership (Coordination) Group Office of each district (recommended by the Municipal Federation of Industry and Commerce to each district), and strictly control, carefully screen, propose recommended candidates, and recommend them to the entrepreneurial platform.The recommender should be the main entrepreneur of the enterprise and the largest shareholder or the largest natural person shareholder. The founded enterprise should be established for more than 5 years and less than 8 years (information technology and biopharmaceutical companies may be appropriately relaxed).One company can only apply for and recommend one entrepreneurial talent, and companies that already have leading entrepreneurial talents are not allowed to apply for and recommend again.
(2) Recommended by experts or social groups
1.Recommended by experts.Outstanding talents who meet the application requirements can be jointly recommended by 3 or more experts in this major.Recommended experts should be academicians of the two academies in this field, experts in outstanding contributions to the country, experts in the national overseas high-level talent program, candidates for the national 100 million projects, and leading talents in Shanghai (the training period has expired), etc.Each expert can recommend one person that year.
2.Recommended by social groups.Professional societies, industry associations, etc. that have passed the government community management department can recommend outstanding talents who meet the application requirements in this academic and technical field.Each social group can recommend 2 people that year.
(3) Personal recommendation
Outstanding talents who meet the application requirements can participate in the recommendation and selection of Shanghai leading talents in the unit through self-recommendation.
If the employer plays the main role of the employer and applies through recommendations from experts or social groups and individual self-recommendation, the application materials should be submitted to the unit for review.The unit should evaluate the candidates applied through various channels through open, fair and impartial methods, and recommend the application by selecting the best after being publicized within the unit (the public announcement period is no less than 5 days).
The applicant must apply for the applicant (society) relationship with which the employer has established a legal labor (personnel) relationship with him (the social security payment unit shall prevail). The professional and technical achievements engaged in part-time work can be used as application materials and submitted to the applicant unit after confirmation by the part-time work unit.
5. Workflow and time arrangement
(1) Recommended recommendation
1.Unit registration and qualification review (August 19-September 4)
(1)Employers log in to the "Shanghai International Talent Network" - "Shanghai Leading Talent Application System" to register the unit.(Click to read the original text to apply) (2) The employer sends a special person to the corresponding acceptance point to review the unit's qualifications with his/her ID card, unit letter of introduction, unified social credit code certificate, enterprise tax payment certificate for the previous year.
This city has platform acceptance points and regional acceptance points (see Appendix 1).Units registered in previous years should update and maintain the information of the unit in the declaration system to ensure the accuracy of the information.If you need to modify the key fields such as the registered capital of the enterprise, legal representative, the number of formal employees of the unit, the tax amount of the previous year, the unit registration area, etc., you need to go to the original acceptance point to re-examination of the qualification.
2.Personal information filling, unit review and declaration (August 19-September 11)
(1)For units that have completed the qualification review, log in to the "Shanghai Leading Talent Application System" with their unit account to register online for the applicants to be filed, obtain their personal account and password, and fill out the "Shanghai Leading Talent Application Form" online by the individual.All the filled-in assessment performance should upload the supporting materials.Non-leading talents shall bear or participate mainly in the person, and the achievements not achieved in the past five years shall not be used as application materials.The applicants for expert recommendations and social groups must also fill out the "Expert Recommendation Form" and "Social Group Recommendation Form" separately.Implement the applicant's integrity commitment and implement a "one-vote veto system" for fraud in declaration materials.
(2)Individuals submit the materials to the unit for review.The unit reviews the original attachment materials and returns the materials that do not match the actual situation and refilling them in person.After the review is correct, click "Report" in the system to complete the online reporting.
(3)The unit prints the "Shanghai Leading Talent Application Form" and binds it as required (see Appendix 2 for attachment materials).After stamping the official seal of the unit (a copy of the attachment material is stamped with a seam seal), the "Shanghai Leading Talent Application Form", the copy of the attachment material and the original will be sent to the corresponding acceptance point for preliminary review.
All declaration materials will not be returned.
(2) Acceptance point review (August 19-September 23)
Each acceptance point will conduct preliminary review of the application materials according to the application requirements through the "Shanghai Leading Talent Application System".All attachment materials submitted in the system must verify the original. If the original cannot be provided, or the original is inconsistent with the attachment materials submitted in the system, return and modify it;The applicant and his unit will be checked through the Shanghai Public Credit Information Service Platform. If there is any untrustworthy information included in the "Shanghai Public Credit Information Collection and Use Management Measures" (City Government Order No. 38), the review will not be passed.The applicant's unit and acceptance point are jointly responsible for the authenticity of the application materials.
The materials that have passed the preliminary review ("Shanghai Leading Talent Application Form" and a copy of the attachment materials) will be distributed to each platform.
(3) Platform preliminary review (September 24-November 6)
Each platform will conduct preliminary evaluation of the personnel reported at the acceptance point through the "Shanghai Leading Talent Application System", determine the recommended candidates, and submit them to the Municipal Human Resources and Social Security Bureau. At the same time, the paper materials ("Shanghai Leading Talent Application Form" and 1 attachment material) and the selection work report (including the application status of this platform, the composition of the evaluation work committee, the evaluation status, etc.) will be stamped with the official seal of the platform unit (committee, office, and bureau) and handed over to the Municipal Human Resources and Social Security Bureau.
For the platform, there are generally no more than 2 candidates recommended by the same unit, and only 1 candidate can be recommended for the same or similar major.The platform recommendation list is sorted by name and pinyin.
10The platform may make adjustments before the 16th of the month. If each platform finds that the materials received do not fall within the scope of the review of this platform, it will request the Municipal Human Resources and Social Security Bureau to make adjustments before this date.
Units, individuals, acceptance points, and platforms must complete relevant work within the specified time nodes, and the system function will be turned off after the time.
(IV) Selection and approval
After summarizing the list of recommended candidates, the Municipal Human Resources and Social Security Bureau will invite experts to conduct evaluation, determine the list of candidates to be selected, and publicize them within the unit for no less than 5 days.If a real-name report is received during the public announcement period and anonymous reports with specific clues, the platform will verify the situation with its unit and issue a written report to the Municipal Human Resources and Social Security Bureau and put forward handling opinions.
(V) Approval and confirm
After review and approval by the Municipal Talent Work Coordination Group, the Municipal Party Committee Organization Department and the Municipal Human Resources and Social Security Bureau announced the list of the "local team" training plans for leading talents in 2020, and issued certificates and carried out funding and services to the leading talents selected for the training plan.
VI. Job Requirements
The competent departments and districts of all industries should, in accordance with the requirements of the Municipal Party Committee and Municipal Government's "Implementation Opinions on Further Deepening the Reform of the System and Mechanism of Talent Development", focus on building a highland of innovative and entrepreneurial talents, strengthen publicity and motivation, further improve the evaluation mechanism, improve evaluation standards, and improve the selection methods of leading talents.
(1) Increase the motivation for publicity.The competent departments and districts of all industries should mobilize widely to encourage outstanding high-level talents in their districts and fields to actively participate in the application work of leading talents.For benchmark enterprises, we must promote and actively discover talents, and strive to include outstanding talents who have made outstanding contributions and played a leading role in economic and social development.
(2) Improve the evaluation mechanism.All platforms should establish an evaluation working committee composed mainly of well-known experts in relevant fields, industry associations and social organizations, and other personnel in various fields, give full play to the role of diversified evaluations such as governments, markets, professional organizations, and employers. Based on scientific classification, adhere to a global perspective, benchmark international standards, establish a scientific, socialized and market-oriented evaluation mechanism with clear orientation, precise, scientific, standardized and orderly, and competitive selection and recommendation work, and scientifically carry out selection and recommendation work.
(3) Improve evaluation methods.All platforms should create conditions to achieve "face-to-face" communication between review experts and applicants through "fighting arenas", defense, on-site demonstrations, introduction of international peer evaluations, big data evaluations, etc.The review and recommendation work of each platform should be completed through the "Shanghai Leading Talent Application System", and the Municipal Talent Work Coordination Group Office will guide and supervise the review process.
(4) Strengthen review and control.All platforms should work with employers to strengthen the review of the application information, especially strictly checking educational experience, work experience, party membership, important academic and scientific and technological achievements to ensure that the information is accurate, clear and in line with regulations.During the public announcement of the list of candidates, each platform should work with employers to inspect the candidates, further verify the relevant information, and submit the inspection status form to the Municipal Talent Office.If a fraud is found during the inspection, the qualification will be disqualified.
