Application scope

Each branch of the high-tech industrial park (except Zhangjiang Core Park and Lingang Park) approved by the state and municipal governments shall be included in the management scope of the Zhangjiang High-tech Zone Management Committee.

Application subject and conditions

The applicant is an independent legal person, with relevant qualifications and abilities (preferred to units with good credit ratings) and meets one of the following conditions:

1. Enterprises whose registered place and tax management place are within the scope of Zhangjiang High-tech Zone;

2. Relevant units and non-profit legal entities in the city that provide public services and professional services to the Zhangjiang Demonstration Zone;

All the above units have established financial systems for special account management and separate accounting of project funds;There are no illegal and irregular behaviors in management and operation;Non-profit legal entity institutions have permanent working institutions and sound internal management systems such as business management and financial management.

Application requirements

       （1) The applied projects should focus on key points and have a certain scale to prevent "spraying pepper".

1. According to the overall deployment of the "Shanghai System Promoting Comprehensive Innovation Reform Experiment to Accelerate the Construction of a Science and Technology Innovation Center with Global Influence" (Guofa [2016] No. 23) and the annual key work arrangements of the Zhangjiang National Independent Innovation Demonstration Zone, the Municipal Zhangjiang High-tech Zone Management Committee can introduce or lay out key projects to the branch park.Such projects shall be issued by the Zhangjiang High-tech Zone Management Committee of the Municipal Bureau of Zhangjiang High-tech Zone to the district government and the branch management agency where the branch park is located. The branch park management agency shall organize project application and preliminary evaluation, and shall be reported together with other key projects in accordance with prescribed procedures.

2. For projects in the construction of crowd-creation spaces, public service platforms and service projects in each branch park, priority will be given to the funding of crowd-creation spaces and service platforms with important influence and social effects.

3. For the construction of productive service environment for emerging industries in each branch, the construction of park ecological environment, the transformation of scientific and technological innovation achievements, the demonstration application and promotion of innovative achievements, open cooperation and innovation, enhance the innovation capabilities of emerging industries, and promote the construction of emerging industry clusters and innovation functional clusters, priority will be given to projects with a large investment amount of RMB 3 million or above.

       （2) The application project meets relevant requirements.

1. The project application form shall not be filled in content that does not comply with the funding policy.For specific funding content, please refer to the "Special Funding Policy for Shanghai Zhangjiang National Independent Innovation Demonstration Zone" (Shanghai Zhangjiang High-tech Management Committee [2016] No. 87).

2. Projects that have obtained municipal or district-level financial funding through other channels will no longer be funded.

3. The applicant must proactively declare whether it has declared and undertaken other types of projects that have been funded by financial funds, and those who have not declared will not accept it;The applicant must submit a commitment letter that has not received other financial funding for the applied project.

4. The source of project investment funds must be clarified and self-raised funds must be implemented.

5. Projects supported by capital injection are not within the scope of this declaration.

       （3) The application project must be within the specified period.

1. Projects that are applied for pre-programme approval in phases should be projects that occur after January 1, 2017, and the project construction period generally does not exceed two years.The deadline for the statistical deadline for the mid-term indicators of the project is set by the branch park management agency, and the project application entity arranges the project progress and funding use progress according to the unified time set.

2. Projects that declare post-one subsidy should be completed between January 1, 2016 and December 31, 2016.

       （4) Application materials must be complete.

1. For pre-programming and phased allocation projects, the filing unit shall provide the financial audit report of the previous year, the self-raised project funding certificate, and the application materials stipulated in each funding matter.

2. If multiple units jointly implement the application project, the main undertaking unit of the project is the project application entity, and the rest are cooperative units.The project tasks and project funds undertaken by each participating unit should be clarified in the application materials, and a cooperation agreement signed between the project application unit and the cooperative unit should be submitted;Relevant copies and other materials must be provided when licensing the implementation of intellectual property rights or transfer of intellectual property rights.

3. When applying for a one-time subsidy project after the event, you must provide proof of project completion.Among them, units that apply for non-quorum one-time subsidy projects must provide a special audit report issued by the audit agency for the application projects;To apply for a corporate shareholding transformation project, a copy of the business license before and after the reform is required.

4. Key projects imported or laid out into the branch park must submit a project recommendation letter issued by the Municipal Zhangjiang High-tech Zone Management Committee in the "Attachment Upload" of the application system.

Project application and pre-examination time

       （1) The project application time is from May 10 to June 28, 2017.Please log in to Shanghai, China ( http://www.shanghai.gov.cn） The "Approval Matters" column on the homepage enters the "Shanghai Finance and Technology Investment Information Management Platform" to fill in the project application online.The online application time is: 9:00 on May 17 to 17:00 on June 28.

       （2) The project pre-examination and recommendation time for the sub-park management agency is: from June 29 to July 27, 2017.Among them, June 29 to July 17 are the deadline for online pre-examination;From July 18 to July 27, the application unit will print project materials, stamp the branch management agency, issue district-level supporting funds commitments, etc.

Pre-examination requirements for branch park management agencies

       （1) The branch park management agency shall review the following contents:

1. Whether the applicant meets the application conditions;

2. Whether the project complies with the park's industrial positioning and development orientation;

3. Whether the declaration materials are complete;

4. Whether to provide supporting materials and qualification certificates required for the project.

       （2) Before the online pre-examination deadline, the branch park management agency must complete project consultation with relevant departments in the district, form district-level recommendation opinions, fill in and submit recommendation opinions online, and generate a summary form of recommended projects.

Materials Report

       （1) After the online pre-examination deadline, the applicant shall print the application form and relevant attachment materials online (in triplicate), stamp the official seal and bind it as required (using A4 When printing paper on both sides, do not use rubber rings, folders, etc. binding methods with prominent edges, and submit them to the branch management agency at the time specified by the branch management agency.

       （2) The branch park management agency shall submit the project application form stamped with the branch park official seal and other paper materials (in duplicate), the project recommendation summary form stamped with the official seal of the relevant district departments (generated online), and the district-level supporting fund commitment letter stamped with the official seal of the district government. The Innovation Promotion Office of the Zhangjiang High-tech Zone Management Committee of the Municipal Zhangjiang High-tech Zone will be submitted to the Innovation Promotion Office of the Municipal Zhangjiang High-tech Zone Management Committee before 17:00 on July 27.
